Disadvantaged Business Enterprise

Important Disadvantaged Business Enterprise (DBE) update: On October 3, 2025, a new DBE Interim Final Rule (IFR) was published in the Federal Register (with additional information available here). The IFR declares race and gender qualifications for DBEs unconstitutional and has resulted in the decertification of all DBE firms until such a time as they are able to provide sufficient evidence of social and economic disadvantage. Additionally, the terms “race-neutral” and “race-conscious” have been replaced with “DBE-neutral” and “DBE-conscious.”

As a result of the IFR, the Broward MPO will no longer track DBE participation or update its DBE Goal until the Unified Certification Program which is managed by the State of Florida has recertified all of the existing DBE firms under the new requirements of the IFR. In the meantime, the MPO will retain the information below on its DBE Program on this webpage for future reference and continue to coordinate with the State of Florida on the recertification effort.


2023 DBE Program Update

As a recipient of FTA funds, the Broward MPO is required to update its DBE Goal every three years. The proposed overall FTA DBE Goal is 6.6%.

Prior to submitting the goal to FTA for review and acceptance, the Broward MPO held a 30-day public comment period until June 4, 2023. Comments were directed to the attention of Norma Corredor, the Broward MPO’s DBE Liaison Officer at (954) 875-0051 or by e-mail at corredorn@browardmpo.org. DBE Program Description

The Broward MPO's current DBE participation goal is for 7.0% of Federal funds for FTA projects and 10.65% for the Florida Department of Transportation's (FDOT) Federal Highway Administration-assisted contracts. For more information on FDOT Goals, click here.

It is Broward MPO’s policy to encourage all qualified businesses to actively participate in the procurement of all Broward MPO-sponsored contracts. The Broward MPO does not discriminate based on race, color, sex, national origin, age, military status or disability. The Broward MPO has established a DBE program in accordance with regulations of the U.S. Department of Transportation (USDOT), 49 CFR, Part 26 (as it may be amended from time to time). You are encouraged to comment on the current DBE Program.

It is the Broward MPO’s policy to ensure that DBEs, as defined in Part 26, have an equal opportunity to receive and participate in USDOT-assisted contracts. It is also the Broward MPO’s policy to:

  • Ensure nondiscrimination in the award and administration of USDOT-assisted contracts
  • Create a level playing field on which DBEs can compete fairly for USDOT-assisted contracts
  • Ensure that the DBE Program is narrowly tailored in accordance with applicable law
  • Ensure that only firms that fully meet 49 CFR, Part 26 eligibility standards are permitted to participate as DBEs
  • Help remove barriers to the participation of DBEs in USDOT-assisted contracts
  • Assist the development of firms that can compete successfully in the market place outside the DBE Program
